NOTICE: This position is held within the Office of Workforce Development (OWD) and will be headquartered in an ODJFS facility in one of the following cities: Akron, Chillicothe, Cleveland, Columbus, Dayton, Lima, Lorain, Marietta, Toledo, or Youngstown, with the expectation there may be travel to Columbus. Major Duties and Responsibilities:
Under direction, evaluates and monitors employment service program (i.e., Apprenticeship Program) and supervises assigned staff in delivery of program services and program support services: oversees entire compliance review process; works with assigned staff to determine which programs within the state are eligible for review based on OWD rotation formula within the Workforce Inventory of Education and Training (WIET) system; assigns staff to schedule compliance reviews and provides deadlines for contacting each eligible program sponsor; maintains records of compliance reviews by staff for performance measures and tracking; reviews compliance reports completed by staff for accuracy; develops final findings letter to be sent to Registered Apprenticeship program sponsor; oversees the review and processing of apprentice registration requests submitted by program sponsors through the US Department of Labor (DOL) Registered Apprenticeship Partners Information Data System (RAPIDS) database; coordinates with staff to execute approval decisions following the review of each submitted transaction; coordinates with staff to resolve issues; represents administrator at meetings; conducts presentations regarding the Apprenticeship program; assists the administrator in the development and implementation of Apprenticeship program projects designed to grow Registered Apprenticeship and Pre-Apprenticeship.
Supervises assigned staff (e.g., assigns work and provides direction; makes recommendations for hire; reviews work and provides feedback; establishes employee goals; conducts performance evaluations; monitors and evaluates staff performance; approves/disapproves requests for leave; recommends disciplinary action; conducts staff meetings; encourages staff development).
Coordinates the apprentice completion certificate development process (e.g., establishes all information to be included on each certificate; emails certificate development requests to staff; reviews and approves printed copies from staff); records all approved transaction records into an established tracker system; monitors the ApprenticeOhio program email inboxes and phone line; distributes inquiries to field staff for response; responds to inquiries requiring management attention; maintains files in the electronic filing system (FileNet) (e.g., adds files and documents into the shared drive folder; reviews and approves documents that staff input into the system and adds new sponsor folders to the database); coordinates mass mailing operations; monitors and maintains the shared drive trackers (e.g., credit voucher reports).
Performs other related duties as assigned (e.g., participates in and/or conducts staff meetings; travels to attend meetings, conferences, and trainings; operates personal computer to produce correspondence, reports, and other documents; maintains logs, records, and files).
Qualifications

The ideal candidate, at minimum, must have the following:
Completion of undergraduate core program in business or public administration, management science to include coursework in human resource training & development AND at least 6 mos. exp. in state & federal laws & regulations governing implemented employment services & manpower programs AND at least 1 course or 3 mos. exp. in demography.
OR
At least 24 mos. exp. in providing &/or working with federally mandated employment services or training programs for employers, clients or program operators AND at least 1 course or 3 mos. exp. in demography.
OR
At least 6 mos. exp. as Employment Services Coordinator, 64224 with the State of Ohio.
OR
The equivalent of Minimum Class Qualifications For Employment noted above.
The candidate selected for this position would be expected to possess the following characteristics to perform the essential duties of the job.

Unless required by legislation or union contract, starting salary will be the minimum salary of the pay range (step 1, currently $27.80 per hour) associated with this position.
This position, upon approval, may work remotely and require occasional in-person work for training, meetings and other operational needs. Successful candidates must have and maintain internet at their remote location during normal working hours. Employees will have access to shared workspaces at an ODJFS location. Employees must reside in Ohio and within a reasonable distance to their assigned work location to respond to workplace reporting requirements.
